Architecture of the Civic Center is yet another attempt to bring up the subject of water in Stari Grad architecture, this time by stressing the aspect of ecology/activism, i.e. the civil discourse on water in relation to tourism/seamanship/infrastructure in the context of commercial exploitation of water.

The Civic Center is meant to accommodate local NGO, cultural and ecological associations, multimedia center, at the same time providing infrastructure for tourists who come to Stari Grad port by vessels, especially that infrastructure having to do with supplying the vessels with water for showers and sanitary appliances. This dual function of the Civic Center helps make the local sea-fresh water theme current once again, i.e. the topic of the sea and fresh water on a Mediterranean island.
